It was recorded for the Phantoms album, but didn't make the cut.
You may have heard it as the closing credit music in the allegorical movie Streets Of Fire.

...including the producer, were very unhappy it didn't end up on Phantoms.
The reason: it was 1984, the waning days of cassettes. If they cut that song, both sides of the tape would be the same length, instead of one side having 3 minutes of silence. Yep, for that dumb reason, one of their best songs was left off the album.
Full Disclosure: I'm one of the biggest fans of The Fixx that there is.
