So I'm tallying the votes and I've got a 3-way tie for the final slot. What am I supposed to do in this situation? Any suggestions? I'm sure this has happened before.

I have to convert three classes to online from face to face because my university shifted online. I don't have time to do much of anything at the moment.

Why don't you contact the photographers directly and ask them if they will volunteer to drop out? For most of us it is the taking part that counts, I think...
