President Trump is falsely claiming election fraud once again, this time after Democrats advanced in the nonpartisan primary for the Los Angeles mayoral race. Trump has blamed mail-in ballots for the result, reviving false claims that have become a familiar feature of his presidency. Pressed for proof on NBC's Meet the Press, the President offered none and then cut the interview short. The New York Times reports he is privately urging aides to investigate what he calls a "rigged" system, even as election officials maintain there is no evidence of widespread fraud. Now the controversy is spilling into a national security fight in Washington. Trump has said his Acting Director of National Intelligence, Bill Pulte, will investigate. The President says Pulte "may find out some things about the rigged elections," while offering no evidence that such fraud exists. Pulte, a housing official with no intelligence experience, is a close ally of the President. Democrats in Congress, strongly objecting to Pulte's appointment, are vowing to block the reauthorization of a controversial foreign surveillance program. What does all this tell us about the President's mindset and the state of American democracy heading into the midterms? Susan Glasser of The New Yorker joins Bianna from Washington.

Ukrainian President Volodymyr Zelensky is in Estonia today for a summit with Nordic and Baltic leaders as Kyiv ramps up its diplomatic push. Earlier this week Zelensky was in London meeting with British, French and German leaders. All this comes as Ukraine looks to inject new momentum into stalled peace efforts and secure continued military support. Zelensky says Russia is losing the initiative on the battlefield, even as Moscow intensifies its attacks on Ukrainian cities. Meanwhile Europe is considering a more dominant role in future negotiations as U.S.-led diplomacy struggles to gain traction. Is the balance in fact beginning to shift? Anne Applebaum, a staff writer at The Atlantic, joins from Warsaw.

Kick-off for the Men's FIFA World Cup is just around the corner. Yet the tournament is clouded by controversy. Africa's top referee, Oman Artan, will miss the World Cup after the U.S. denied his visa, citing vetting concerns. Unease is also growing in the U.S. following reports of the possible presence of ICE agents at World Cup events. Jules Boykoff, author of "Red Card" and a former professional footballer, says the political backdrop could tarnish the memory of this World Cup. Boykoff joins Hari Sreenivasan to explain.
