this Bill. Another Right wing nut job fronting for the Housing Industry and the Bankers. BTW,Arizona has a greater Water Allotment than Nevada and Nevada has twice the residents. They use almost twice the Household use as Nevada.
Nevada Population: 2.839 million (2014)
Arizona: Population: 6.731 million (2014)

you may be thinking of Colorado River water (a particular surface water) and it would seem your stats are off.
