how about, at the very least, $1000 for each tree and having to plant trees to replace them?

It probably cost them close to that for the excavation. Just a minor cost of development. Fines Iike this do nothing to deter such blatant gutting.

I find it hard to believe they were not aware of the Joshua Trees' protective status. Given it's status I am shocked the fine is only $500/tree. That can be paid through the construction loan's costs.
