It makes precisely zero sense that Newsom’s name is absent from question 2. If Elder wins, he will have gigantic “emergency” power over the entire state.

But I agree that the recall rules need to be changed. And while they're at it the legislature can pass a law requiring a same-party candidate to replace an outgoing senator.
