I've seen them numbered up in the low 7300s, so there are enough for Metrorail to assign them to the YL. Not sure what the delay is.

Red Line is full of them. Green Line too. I have seen the first eight running as an complete train. I caught them running from Fort Totten to Gallery Place back in April.
