Virtual school audit questions bills, contracts approved by Frank Kruppenbacher

A school auditor found Kruppenbacher — who resigned as general counsel in August as the school hired an outside law firm to investigate him — had billed the school for a two-night hotel stay unrelated to school business, pressured school employees to hire a particular technology company “without multiple bids to ensure best pricing” and numerous times circumvented school rules, and its procurement department, when entering into contracts.

It also found that Kruppenbacher — a well-known Central Florida attorney and top fundraiser for Gov. Rick Scott — had once billed a job done for the Osceola County School Board, for which he serves as board attorney, to the virtual school and had inappropriately authorized $6,205 in public relations work for an event at the Governor’s mansion in Tallahassee to be paid through the virtual school’s cyber security vendor.

Kruppenbacher, who has served in the past as attorney for the city of Apopka, Bright House Networks and the Orange County School Board, is currently the chairman of Orlando’s airport authority and has traveled extensively for that organization, including trips to China and Japan. He also represents Orange County Property Appraiser Rick Singh, who is the target of a Florida Department of Law Enforcement review and federal lawsuit filed by former employees over allegations of misbehavior while in office.

Kruppenbacher is an attorney with the Morgan & Morgan law firm and has been a prominent fundraiser for Republican politicians in Florida. He was appointed to the airport board by Scott, and both he and Gidel were tapped by soon-to-be Attorney General Ashley Moody last year to serve on her campaign’s statewide finance committee.

I am not saying that this was done intentionally, but it just looks to me that if there was a formula for someone to find immortality as a power-hitter, it would be a combination of: spreading the wealth and win over your opposition. Maybe these two are mutually inclusive. I am just saying that there isn't anything more demoralizing in this town than watching people who should bring balance to a system by providing adversarial resistance, instead standing up to give glowing testimony about someone's character, that others find objectionable.
