Orange County emergency manager leaves his post after calling staffer a 'diva b***h'

Acting Emergency Manager Keith Kotch retired last month while being investigated in a standards probe.

Orange County released the probe, revealing allegations by fire and emergency staffers that Kotch consistently said inappropriate things at work, like telling a woman employee she is a "diva b***h," and getting the attention of a black staffer by saying "hey, boy."

Kotch stepped in after the unexpected death of incumbent Emergency Manager Ron Plumber. Kotch's guided Orange County emergency management through Hurricane Dorian.

Also, according to some witnesses listed in the probe, he spouted wildly demeaning comments.
