2. It looks like a compilation of beach scenes from the other day

In some of the first shots you can clearly the caption is Clearwater. The next set is South Beach. The reporter, Borjorquez has been down here all week.
So it's a little bit of this and alittle bit of that.. sprinkle in some sand.. voila!

"...disregard of the potential risk." It has a tall building, which I swear is 880 Mandalay, in the upper right. Over the years I have caught hundreds of fish from that area of the beach.

What I can tell you from a 40 resident of So Fla I have never seen that building anywhere on the south east coast or Miami Beach... Anybody else want to chime in?

5. The building looks a lot alike but the beach has quite a curve to it

If you look at the Google map, especially the aerial view. that section of Clearwater Beach is very straight.

That said, I have never spent much time on Clearwater Beach and the few times I visited were fifty years ago, so I can't say for sure.
