Dubuque revamping housing program

This was in the TH yesterday about the city of Dubuque redoing their housing program;

Policies have been changed and new training undertaken to educate city staffers and residents alike on federal civil rights and fair-housing laws, but much work remains to increase minority homeownership and affordable housing throughout Dubuque, according to city housing officials.

City Council members on Monday received that assessment during a work session on progress toward satisfying requirements of a compliance agreement with the U.S. Department of Housing and Urban Development.

"We are moving forward," said Alvin Nash, director of the city's Housing and Community Development Department.

HUD in April accepted Dubuque's Fair Housing Action Plan, with a few tweaks. HUD Regional Director Betty Bottiger, in an April 27 email to Nash, recommended the city add timelines for completing its objectives and better define goals, such as increasing the number of landlords who participate in the Housing Choice Voucher program by 10 percent within five years.
