Someone needs to make a Russian turtle 🐢 mascot uniform for Moscow Mitch.
It could have the 🇷🇺 Russian flag and the words “Moscow Mitch” on it.
Hire a college student to wear it and an accompanying burly security guard to show up and follow Mitch around.
It would drive him crazy.

I would instead place dummies around the city, but to get a young person into an outfit to walk around may present some dangers from one of the deplorable. Just my two cents.

Billboards will work wonders too, something like "Meet Moscow-Mitch ---> and a photograph of the asshole"

and no offense intended, but I don't like this idea. It seems dangerous and totally impractical. JMHO.

Followed around by security.
I’m not suggesting that the Turtle go into obvious dangerous situations like a Trump rally or maybe even a McConnell rally.
This is a gift that McConnells opponent has been given.
Use it.

In his first election for Senate, I believe, he had an ad in which the tag line was "Where's (name)", implying his opponent was never in Washington doing his job. He had a Sheriff with hound dogs following the opponent around at his campaign events.
