Courier-Journal files complaint after public blocked from board's visit to Matt Bevin's home

The Courier-Journal has filed a complaint over the media's exclusion from a public board's inspection of Gov. Matt Bevin's Anchorage mansion, which he purchased from a political donor for far less than the home's appraised value.

The complaint says the the three-member Board of Assessment Appeals, which toured part of the mansion on Tuesday to help place a value on the property, violated the Kentucky Open Meetings Act as well as its own governing laws by denying reporters access.

The Kentucky Open Meetings Act generally requires, with specific exceptions, public boards to conduct business in the open. The other law requires the property tax appeals board to gather evidence at public hearings.

"There is no question that the Board was conducting public business and was acting in its official capacity when it met to conduct the property inspection," Courier-Journal attorneys Jon Fleischaker and Jeremy Rogers say in the complaint.
