It’s not every day that $4.2 billion drops into New York’s lap. But it has. Now, the state has the enviable task of trying to figure out what to do with it.

Here’s what not to do with it: Don’t slice it up into election year pork, and don’t use it merely to pay some routine bills.

Here’s what to do with it: Put some into the huge one-time expense of replacing the Tappan Zee Bridge — and perhaps make it better — and use the rest to create an endowment to boost long-term funding for education.
