Caucus outlines progressive plan

In light of New York City voters electing progressive Bill de Blasio as the next mayor, the Black, Puerto Rican, Hispanic and Asian Caucus will release the People's Priorities early this year, taking advantage of the growing progressive movement in the state. The highlights of the agenda are:

- The DREAM Act: This bill would allow for children of undocumented immigrants to be eligible for financial aid programs administered by the state.

- Marijuana Decriminalization: This bill would make small possession of marijuana — less than 15 grams — punished by a fine, not criminal arrest.

- Raise the Age: Seeks to increase awareness on the need to raise the age of criminal responsibility in New York from age 16 to 18.
