Updating NY's surrogacy laws

Saying that New York law has failed to keep pace with medical advances in assisted reproduction, two lawmakers are drawing attention to a bill meant to ease the process for parents who cannot conceive to use a surrogate to have their child.
A recent New York Times article detailed some of the difficulties Sen. Brad Hoylman, D-Manhattan, and his husband, film-maker David Sigal, faced when having their daughter. Due to New York's laws on surrogacy agreements, the senator and his husband had to have their daughter in California.
Hoylman and Assemblywoman Amy Paulin, D-Scarsdale, sponsor the Child-Parent Security Act (A.6701/S.4617), which would create legal requirements and conditions for paying someone to carry and birth a child.
"I had fertility issues when I was attempting to get pregnant with my second child," Paulin said. "So I am well aware of the pain and suffering that is attached to wanting a child. This bill would allow families to avoid much of that pain by giving them the opportunity to have a family in New York and not travel around the country, incurring exorbitant costs simply because they want to be parents."
