Even after massive layoffs and school closing, poor School District is unable to make its payroll

The Chester-Upland School District in Delaware County is one of the poorest school districts in the state. The state tried to run it for several years, and just made it worse. After Corbett's budget cuts last year, they closed one of their high schools and laid off one-third of their teachers. They are now having a severe cash flow problem and asked the state to provide an advance on some of their state funds. Corbett's response to Chester: Drop Dead.

The District will be unable to make it payroll. The employees said they will continue working and hope for a resolution.

This district's problems sound like Duquesne City Schools outside of Pittsburgh. It will probably be absorbed by a larger district eventually.
