Charter Fails to Make Retirement Payments, So State Makes the Small Local School District Pay It

For many years, there has been insufficient oversight of many charter schools and cyber charter schools in Pa. There are multiple cases of corruption, including in Philadelphia and Poconos. Now, amazingly, local school districts are finding that the state is making local school districts pay if the charter doesn't pay its bills.
Catasauqua is a small public school district north of Allentown. They don't have huge surpluses to play with. However, that did not stop the PA. Dept. of Education from withholding state funds that were owed to the school district because the Medical Arts Charter School didn't pay the state for its employee retirement accounts. The Charter School did withhold the funds from its employees, but never paid the state.
