So PA Attyn. Gen. Kane's office has been conducting an investigation into why it took the Attyn. Gen.'s office under Corbett and his hand-picked successor almost 2.5 years to get around to filing criminal charges against Sandusky. (Corbett is now the Governor and is now running for re-election). This was after there was a credible witness and after the State AG was given full responsibility for the case.
She has now explained why the investigation has been stymied and delayed. She was refused access to emails and many other records of the AG office under Corbett. However, she now reports that they believe they have found a way to access those records. It sounds like the case when Ollie North was being prosecuted for lying to Congress. He thought he had deleted all of the White House's emails on the subject. However, the investigator had a summer intern who recovered them all.

"However, certain factors have combined to slow the process, not all of which were anticipated. Chief among them have been significant and time-consuming challenges in obtaining important written records, particularly emails. For reasons that will be described in more detail when the report is made public, until last fall we believed that OAG emails for the relevant time period had been permanently removed from OAG storage systems (pursuant to a then-existing document-retention policy) and were unrecoverable. Since then, we have developed a recovery process that is ongoing."

This link below explains what is known about this 2.5 year delay. Most people had no idea that Sandusky was a suspect during that time - he was free to sit out on his back porch and watch the kids in the adjacent elementary school. There could have been many more victims during that time. The case was never even turned over to the Attorney General's highly respected Child Protection Unit, which specializes in these types of cases. The forgotten investigation was accidentially un-earthed and reactivated by another staffer who was investigating steriods abuse at Penn State, and who discovered the records during a routine computer search.
During this time, Corbett was putting all of his office's energies into trying to convict Democratic staffers and legislators. He was embarrassed when his cases against several Democrats fell apart, and he was throwing every available staffer into the mess to try to get some convictions before his election day for Governor.
