NJ is building commuter rail towards NE PA, but PA is doing nothing

The article describes how New Jersey is actively working to extend commuter rail service from Hoboken (which is next to Midtown Manhattan) across North Jersey, with the intent of serving Northeast PA. The service could stretch across the Poconos and then up to Scranton. It is has been planned for 20 years. However, PA has done nothing to move forward on providing the service.

Meanwhile, Northeast PA has some of the highest unemployment rates in PA - over 9%.

This would be something that would benefit the CITIZENS of Pa, not businesses (most domiciled in Delaware so they pay no
taxes here). Therefore, this is of no interest whatsoever to Corbett or to the State House.
