I take it back. Infuriating too.
So because the new Austin City Council has 7 women and 4 men, the city manager arranged for special training for the staff. Apparently he thought none of them had ever seen a woman and none of them were women (a bit unobservant of him). The special trainer was a man with an 11-year-old daughter.
And then I stopped reading because the page was too red to see the words.
