Obenshain will ask for a recount tomorrow.

The State has to pay since the difference was less than one half of 1 percent.

They will now rescan each paper ballot and examine the ones the machines don't read. On that, I expect Herring's lead to grow. The wild card is Cuccinelli's willingness to change rules during the process.
