but more often it's the lobbyists. There are all sorts of "associations" in Washington filled with lobbyists doing the bidding of various industries. They write the legislation and it goes back and forth to the Hill (often through the law firms who also work for the associations). Used to be done on foot by low level employees when I lived in the city (but that was more than 15 years ago) ... probably all electronic now.

I only know about the shenanigans I saw at the federal level. Not surprised at all to hear about this.

Back when I lived in Wisconsin (eons ago) I had Tom Petri to write letters to. How I loathed that man ...
