Discussion board software recomendations

I have been asked by a community group to assist in developing a platform for police/community interaction that includes crowd sourcing of data on interactions with the police as well as discussion board functionality. I am interested in any advice from techie DUers on where to start regarding existing products particularly open source and SAS offerings.

for discussion forum (think similar to du..missing some features have some others)
eblah http://www.eblah.com/

the other two runner ups in that range would probably be
phpbb and simple machines 2
http://www.forum-software.org/forum-comparator/e-blah-vs-phpbb3-vs-simple-machines-2

however are you sure you want a discussion forum as opposed a 'trouble ticket system/help desk system'

or a combination of both

one allows discussion between people, the other allows creation of a ticket that can be used (police community)(and documented and tracked as well as wiki'ed) but not neccessarily discussed between users

If you haven't found something suitable you might look at the freeware software used by the developers here:

https://www.tehforum.co.uk/forum/

The software can be downloaded from https://sourceforge.net/projects/beehiveforum/

Several years ago we had a general discussion forum using the software and was real happy with it. And the guys at tehforum was real helpful with technical advice and problems.

BTW, it requires your own web space.
