Why did the Democrats in VA nominated McAuliffe for the 2021 VA Governor's Race?

McAuliffe has already been Governor of VA. VA Democrats could have nominated either of the Jennifers in the race. Jennifer Carroll Foy or Jennifer McClellan. Either of the Jennifers would have been the 1st black female Governor of VA.
