Heard this through meandering source but still, interesting.
"declassifier": someone who, by virtue of their official position, automatically declassifies anything they divulge.
Cheney would provide to the press the most twisted take on some issue of concern, say "enhanced interrogation techniques",
designed to frame the issue to his advantage. And Cheney was a declassifier, and had a perfect legal right to say whatever he wanted, regardless of its classification.
Individuals on the House and Senate Intelligence Committee could do nothing about it, not even refute since they were not declassifiers.
The conclusion, therefore, is that The Secretary of State is a declassifier.
So during her tenure, Clinton couldn't possibly have divulged classified information. Of course one might call her use of the
private server, but legally she is in a solid position. And nobody has pointed to any actual compromise of national security resulting from her use of the private server.
