Trying to build up her arsenal for a general election, Hillary Clinton’s campaign is asking donors to write big-money checks to the Democratic National Committee while taking a greater interest in how it is performing its duties.

In recent weeks, Mrs. Clinton’s campaign aides have started to scrutinize what have historically been core functions of the party committee, some of which atrophied under President Obama, according to people briefed on the reviews.

The reviews have been undertaken at the request of Mrs. Clinton’s campaign manager, Robby Mook, who has taken a particular interest in how the research and communications operations are functioning, according to the people briefed, who asked for anonymity to discuss private deliberations. Among the questions her team is looking at, gingerly, are staffing and dexterity in combating an increasingly unpredictable Republican field.

The matter has taken on new urgency as the campaign has laid out its priorities for where donors should direct big checks. Mrs. Clinton’s operation is asking first for donations to the campaign, then to the party committee and, finally, to Priorities USA Action, the “super PAC” that is planning to support Mrs. Clinton with television ads.

So the task of finding lines of attack against as many as a half-dozen candidates has become crucial for Democrats, and one requiring as much ammunition as possible.

A spokesman for Mrs. Clinton, Jesse Ferguson, declined to discuss the details of Mr. Mook’s review, saying only, “Hillary for America is focused on winning the primary, but could not be happier with the great work the D.N.C.’s research and communications teams do every day in holding Republicans accountable.”...................

And it's a vicious circle - the money knows if Hillary wins, big money will be kicked out shortly after.

We know challenges are coming regarding separation of campaigns and Super PACS and FEC regulations. Scott Walker may have bowed out over this issue. What is Jeb doing with over $100,000,000?
