Not sure what the system they use in NC, but in Cali they start counting the mail-in ballots early because they take longer to finish.

p.s. the reporter mentions it at 1:24 and she calls it "early voting"

Downtown polls busy!

670,000 early votes, Democrats breaking 68-29 for Hilary in early voting!

Makes you wonder how "already voted" poll in projections?

As a SC voter. I lived and voted in NC in 08 and glad that the state is voting earlier in the primaries.
