When the USA does despicable things in Guantanamo, the Cuban people simply haven't the power to stop them.
It's called "Might Make Right", or "Freedom and Democracy", depending on your POV.

For years and years Cuba ,on Fidel's instructions, didn't bank the receipts for the lease payments. Then some half wit did so without permission and that was taken as being tacit acceptance by the US of renewal.
The area is completely sealed off with its own utilities - water is shipped in.
