I'm likely going to buy another used Accord but I can't find the VIN online.

And yes, I'm certain it's the correct VIN. I took a photo of the VIN and even blew it up.

What does that mean?

Update: Found the information on NHTSA.gov website.

The VIN number appears in a number of locations:
https://www.carparts.com/blog/where-is-the-vin-number-on-a-car/

If you are able to look at a number of those places and they all match, that may be okay. But if it has been fraudulently replaced, my guess is they would only do the primary location (driver's side dashboard). I know after hurricanes in the South, tornadoes and hail damage periods, some cars hit the used car market that try to conceal prior damage and exposure.

Sometimes when a car is totaled the vin number is scrapped. If this is a problem then I wouldn't buy the vehicle. This could be expensive problems waiting to happen and repairs at you cost. Also I have seen videos of people changing the vin number onto a stolen vehicle to make it a legal sale. Some vehicles also have a matching number on the engine check if your vehicle company does this.
