The economic changes that made traditional patterns of political domination archaic also generated the force to bring new political arrangements into being. Changing economic circumstances, and the demographic and social ramifications that soon followed, created mounting unrest among masses of blacks, eventually culminating in a black struggle against the southern caste system. By the mid-1960s national political leaders finally responded to the rising tide of black protest and imposed modernizing political reforms on the South. That they could do so was a measure both of the underlying economic transformation which had occurred, and of the force of black insurgency.
