1. I never understood this thinking

If someone thinks that teachers are doing a poor job, the last thing they should do is give them fewer resources and cut pay and benefits. They think that they are punishing lazy or incompetent people for not doing their job. They are really discouraging the best people from staying in the profession and discouraging potential teachers from even entering the profession. Many of the best teachers could be doing something else instead.
