As the Cop28 climate summit lurched into overtime without a concrete resolution, former western officials have suggested it is on “the verge of complete failure”.

Negotiators are awaiting a new draft deal after many countries criticised a previous version as too weak because it deleted a “phase-out” of fossil fuels.

The United Kingdom, Australia, Canada, Chile, the European Union, Norway and the United States are among the 100-strong group demanding a firm commitment to wean the world off coal, oil and gas.

Former US president Al Gore accused the summit hosts, the United Arab Emirates, which is the world's seventh largest oil producer, of “dictating” the statement to protect its own interests at the behest of the rest of the world.

Majid al-Suwaidi, COP28 Director-General, said Monday night’s draft was meant to get countries to start talking and presenting what are deal-killers.

“The text we released was a starting point for discussions,” he said at a news conference midday on Tuesday. “When we released it, we knew opinions were polarized, but what we didn’t know was where each country’s red lines were.”

“We spent last night talking, taking in that feedback, and that has put us in a position to draft a new text,” he said.



“It’s important that we have the right language when it comes to fossil fuels. It’s important that we think about how we get that balance. There are those who want phased out. There are those who want phased down,” al-Suwaidi said. “The point is to get a consensus.”
