A Canadian biologist went on a half-decade quest to solve the mystery of the missing grizzly digits.

BLUF: Traps meant for smaller animals end up painfully damaging the toes of grizzly bears. The toes eventually fall off, but the bear is in pain. Furthermore, the bear loses digging, clawing, and climbing ability.

We should do our best to eliminate cruelty and suffering. The folks in the affected states have the best leverage to influence local hunting and trapping laws. The Department of Interior can issue guidance for Federal lands, but Congress can pass laws against it.

4. I agree! Steel jawed leg-hold traps are illegal in CA.

The relevant postion of California Fish and Game Code section 3003.1 reads:

It is unlawful for any person, including an employee of the federal, state, county, or municipal government, to use or authorize the use of any steel-jawed leghold trap, padded or otherwise, to capture any game mammal, fur-bearing mammal, nongame mammal, protected mammal, or any dog or cat.

But Hawaii does even better than CA. Hawaii bans any commercial or recreational trapping on public land.
