I do think he should be eligible for the Hall of Fame and should be in the Hall.

levels and degrees of cheating. All of the above that you listed in your post are related to cheating and avoiding the rules of the game, whether it be using performance enhancing drugs, illegally video taping your opponents, illegally poaching coaches and players from other teams, etc.

Cheaters will use any cheating scheme to cheat.
