I am considering getting some steam games, but I don't know if my graphics card can support them.

Game requires: Radeon 8500 / Geforce 3(MX4 Not supported).

I think I have: ATI Mobility RADEON HD 3450

I have a Dell Inspiron Desktop 545MT with default components.

Does the lower number mean I can't play the game, or does the HD mean that I can play, or what?

It does not have Penumbra: Overture but it does have a lot of games so it may be able to help with others you are thinking of trying (plus it will probably get Overture before long). It does install a program on your computer to help it get your system requirements but it is not spyware or anything like that. The results it gives are nice and it even gives links so you can update everything to the latest drinvers.

I usually use my computer for internet and school, and my PlayStation for games, but Penumbra and Amnesia seem too creepy to pass up.

There were a lot of computer games that I thought that my computer couldn't play that I was able to buy because of SRL. Never on the high graphics, but still able to buy and enjoy.
