There is stress on that day for Vance but he also has transiting Jupiter trine his progressed Venus on that day and transiting Venus on his progressed Moon (with transiting Uranus trine both of them).

Good aspects but are they strong enough to show gaining the presidency?

those are good aspects. I would interpret that as Vance looks good in comparison to trump. The tech guy who backs him will be pleased as punch.

However, a significant number of other people are not going to be happy to see this.

It sure seems appropriate for the times, as Uranus rules dictatorships. Also the beginnings of a new world order. The card readers seem to support our vision of a new world order--not the one suggested by these aspects.
