And your post brings up a point, upon which I will bloviate at my usual tedious length.
People who make the instant "atheist=communist" connection have always tickled me. I come from a long line of US military veterans, literally going back to the American Revolution (and we have the land grant documents from Georgia to prove it!). I spent 6 years in the US Marine Corps myself.
I'm about as far from a Stalinist as it is possible to be, but that doesn't stop the Internet innuendoes in re: atheism (at which I just laugh).
I consider Stalinism to be just another variation on a state religion. Look at old Russian movies from the pre-Bolshevik era, and the people are marching thru Moscow hoisting icons of the Czar and the Holy Saints. A few years later, they were parading thru Red Square with icons of Lenin and Stalin. SSDD, pretty much.
The famous Russian filmmaker Nikita Mikhalkov apparently still hasn't figured this out. His documentary Anna whines that "the Russian people under Communism had everything...but a God!"
Mikhalkov doesn't mention that The Official Most Godliest Nation On Earth - the USA - was just a heartbeat away from obliterating Mother Russia during 50 years of the Cold War.
Damn! I wandered off-topic again! Just shoot me...no, not you, Comrade Dzershinsky...
Anyhow, you're certainly right about the "offering" aspect of that Stalinist propaganda photo.
Here's another one, Stalin embracing cute little Gelia Markizova in 1936. In 1937 her father was shot in Stalin's purges, and by 1940 her mother was dead in a Kazakhstan gulag. And anyone interested in Soviet Russia's photo-revisionist history can check out the book The Commissar Vanishes by David King:

But that gets away from the point of your post----the atheist-communist link. I am always baffled by this comparison, but I do believe that I have figured it out. If you go back to the Commie Scare and the Cold War, that was when all the religious fervor in this country started. We (the USA) were trying to separate ourselves from the communists, and since religion was being banned in many communist countries, that association started. And it apparently continues to this day.
