Basic idea:
The galactic core contains lots of suns. Suns spit out electrons, leading to a net-positive electric charge of the galactic core-region and a net-negative electric charge of the outer galactic region. The electric attraction holds the galaxy together. The author claims that it would take only 1 charged particle per 10^11 m³ (1 in 10^17 particles) to generate an electric field strong enough to hold the galaxy together. At our solar system the strength of the field would be ~1 V/m.



Let him speak for himself:
"Given the extreme and violent activity in a galactic core, it is probable that the core should evolve with a net positive electrical charge." (Why?)
"In fact it is quite implausible that the core should remain electrically neutral." (Why?)
"It is worth noting that normal stellar processes are not expected to cause a star to develop a large positive charge" (So, your theory doesn't work if conventional theories on stellar processes hold?)
"although it has been shown that, under some conditions, a thermalized self - gravitating plasma can develop substantial large - scale charge separation." (The paper he cites refers to a hypothetical situation that doesn't match stellar or interstellar plasma. http://journals.aps.org/pra/pdf/10.1103/PhysRevA.37.3052)
"The same processes that charge the core would cause the outer regions of the galaxy to develop a net negative electrical charge." (Why?)
