Running an ad comparing your record to another candidate's is campaigning, not attacking.

Shit that it is

<snip>

But as the race for the Democratic nomination gets tighter and nastier, Sanders' campaign is confronting that promise when it considers how to respond to attacks from the Clinton campaign, walking the fine line between drawing contrasts with the former secretary of state and outright attacking her.

Doesn't have to run a negative ad this time, as he has never done so before. I don't recall him promising no negative ads.

That said, I did not think his last ad was going negative. Further, I would not fault him for going negative in the future.

The ad starts out with a tight shot on Bernie. He then says "My recent ad pointing out the two visions toward Wall Street donations to politicians has been criticized as being a negative ad. Therefore I am left with only one avenue with which to campaign."

The camera pulls out to a wider shot including a couple dozen puppies on a table in front of him.

He ends with "I am Bernie Sanders and I approved this message."

The follow up would use kittens.

... then heaven help her and her campaign if by some miracle she ends up running against the Repuglicans in the general election.

Because this ad isn't negative, it is comparative (and not even very rigorous on that score).

So, no promise broken because this isn't a negative or attack ad.

The media, of course, is looking to report a tightening horse race, but I saw the Clinton campaign advisor on TV yesterday wringing his hands over Bernie's alleged negativity. But it is pretty weak soup and if the Clinton campaign can't take this in stride, then the general election would be a catastrophe for her and the Democrats.

What is it about Hillary Clinton and her campaign in 2008 and 2016 that they are so whiny, petty and ... whiny?

I think she just isn't much of a leader and she can't seem to provide solid, principled and focused direction for her campaign. If she can't do that then she shouldn't be President.
