...that it probably is in order of when the candidates submitted their paperwork.

This doesn't appear to be any concern except if that is what the ballot actually reads.
It should read in alphabetical order I would say...

16. The really hilarious thing is that the Bernie campaign submitted 10 names ...

for 1st District delegates to the National Nominating Convention, and the ballot explicitly says "Vote for 9"

They did the same for the 4th District, submitting 6 delegate names, when the ballot says "Vote for 5"

They did the same for the 6th District, submitting 6 delegate names, when the ballot says "Vote for 5"

They did the same for the 9th District, submitting 8 delegate names, when the ballot says "Vote for 7"

They did the same for the 10th District, submitting 6 delegate names, when the ballot says "Vote for 5"

They did the same for the 11th District, submitting 6 delegate names, when the ballot says "Vote for 5"


If someone selects all the Sanders delegates, they could end up spoiling that part of the ballot.
