In recent sessions, the GOP-controlled House has refused to bring any such bills to the floor for a vote, including one that would have raised the minimum wage to an even more modest $10.10.

So her rationale is a bit weak. But the writer also says "Her hesitance on the $15 issue may come as a relief to businesses that have been getting bowled over by wildly popular minimum wage campaigns."
Once again we see her hedging on an issue to court the favor of corporations and Wall Street.

Javits Convention Center at 11 a.m. to celebrate the historic $15/hour minimum wage legislation. Speaking as someone who worked for the Fight for $15 from the very first action in NYC, let me explain why this is an appalling betrayal of workers.
Fast-food workers marched in the streets and shut down stores for years, while an army of online supporters shared viral photos, memes, and news. And we did it again and again. Despite all odds and haters telling us that a $15 minimum wage would never happen and still telling us that we should be realistic we started winning and never looked back.
Fight for $15 is arguably the greatest union victory in decades, perhaps even the greatest victory of the progressive movement in recent history. One of those victories came eight months ago, when the Democratic Party adopted a $15/hour minimum wage in the official party platform, weeks after Bernie Sanders introduced legislation in Congress.
By contrast, Hillary Clinton is the only prominent Democrat who refused to endorse $15/hour. Bernie Sanders wont remind people of this, so I will: He was in the streets with fast-food workers every time. Theres photos of him marching with workers in the pouring fucking rain, and hes the one who pushed Democrats to adopt it. Yet, Hillary Clinton will be on the stage tomorrow for the victory moment.

The OP says she "who refused to endorse $15/hour"-" but then links to the Buzz feed article which tells a different story. Shame on Uncut (articles on that site looks like stuff the RW would use against Hillary!!) .
****You many not agree with the local approach but at least get the story right-AND per the NYtimes article below she endorsed the $15 hour in NY last summer.

Hillary Clinton on Thursday wouldnt commit to supporting a $15 national minimum wage but said she is working with Democrats in Congress who are determining how high it can be set.
I support the local efforts that are going on that are making it possible for people working in certain localities to actually earn 15, Clinton said in a response to a question from BuzzFeed News during a press availability in New Hampshire on Thursday.
I think part of the reason that the Congress and very strong Democratic supporters of increasing the minimum wage are trying to debate and determine whats the national floor is because there are different economic environments. And what you can do in L.A. or in New York may not work in other places.
In June, Clinton spoke by phone to a gathering of Fight for 15 organizers, a national movement to raise the minimum wage to $15.
We need more cities and states to follow the lead of Los Angeles, St. Louis, and New York, Clinton said then, referring city legislatures that raised their local minimum wages to $15.......................

Hillary Rodham Clinton on Friday will use a speech focused on growing the economy to endorse a $15-an-hour minimum wage proposal for fast-food workers recommended by a New York panel, a person briefed on her plans said.
The remarks from Mrs. Clinton will come in the city where the fast-food workers labor effort first started several years ago. A panel created by Gov. Andrew M. Cuomo on Wednesday recommended the change; the increase will occur faster in New York City than other parts of the state because of the higher cost of living there.
Some Democrats are pushing for the federal minimum wage to be raised to $15 an hour, including two other candidates for the partys presidential nomination: Bernie Sanders, the Vermont senator, and Martin OMalley, the former Maryland governor.
Mrs. Clinton has argued that the national minimum wage of $7.25 an hour needs to be increased, but she has not gone so far as to endorse an increase to $15. Her embrace of the New York recommendation for fast-food workers will be her first endorsement of a $15-per-hour minimum in any context.
In a town hall in New Hampshire, Mrs. Clinton suggested a nuanced view of the national minimum-wage debate, one that is more localized than a uniform change in federal policy.

she knows how to pander to NY - only endorses the $15 for NY...the rest can go pound the sand and she'll work hard to get it to $12...
so...she will take credit it NY and hope no one else in the country reads the whole story...but hey...why tell the whole story when a small segment of the truth accomplishes your goal...
