Virgin Island Caucus Results from The Green Papers


They show Hillary winning 6 out of 7 pledged delegates. Sanders wins one with only 12.3% of the vote. Is that true? I thought there was a 15% threshold to qualify for delegates.

There are 5 super delegates available. Two have committed to Hillary, none to Sanders and three haven't committed.

So total delegates out of 12 available are: Hillary - 8; Sanders -1; 3 still up for grabs.

Good going!!! Tomorrow Puerto Rico will have its say and I have no doubt that Hillary will win there too.

I was thinking the same thing earlier ... but looking at the Green Papers recap, I believe that 15% threshold is at the Congressional District level.

If you look at the breakdown they have for the Virgin Islands, they have two Congressional Districts ... St. Thomas/St. John and St. Croix. In the St. Thomas/St. John district, Sanders was over the 15% mark there and won 0.717 delegates, which rounded to 1. If you look at St. Croix, where Sanders did not reach 15%, the vote total is dimmed and there is no amount in the delegates column.

In CD7, Sanders did not reach 15%, so he couldn't get any delegates in that district.

If you don't reach 15% in statewide totals, you're not eligible for PLEO or "At-Large" delegates.
