Okay - Andrea Mitchell just said she says this line EVERY speech. Can they just put a super cut of her saying the line with a clearer "AREN'T" multiple times?

Trump/Pence pushing this ad trying to act like she's saying "We ARE going to raise taxes on the middle class."

....why exactly would she be using it as an applause line in her stump speeches?

Even when raising taxes is a necessary evil, it's not something that someone goes around trying to solicit votes upon.
