Trump's African American "outreach" is actually horridly racist.
The basic pitch he is making is that African Americans haven't achieved anything economically and exist entirely on welfare. This is a racist white suburban and rural view of African Americans. While economic achievement for African Americans is far below where it should be, the plain fact is that there is a large black middle class and that African Americans have made great strides compared to the 1950s.
Black poverty has dropped from over 50% in the 1950s to well below 30%. Unemployment rates are also down and labor force participation rates are up.
The simple truth is that he is denigrating tangible achievements of an entire demographic segment of this country. This isn't about appealing to African Americans, however. This is about trying superficially appeal to suburban whites who ignorantly hold this view themselves.

Claiming that he will someday win 96% of black voters is just plain bizarre.
