Air is like a pot of water that gets heated. As it heats I can dissolve more sugar into the water. Water vapor into the air acts the same. If I cool the water to a certain temperature, the sugar gets saturated and starts precipitating out of solution. When air does this, we call it rain.

For instance, a 50 degree day with 95% humidity is cool and pleasant while a 90 degree day with 52% humidity is awful.

Also, it never gets to 100F with 100% humidity - that's fatal to humans. The dewpoint is the temperature where if the air was cooled, the water vapor would reach saturation (100% humidity). The highest dew point ever in the USA was 90, and the world's highest was 95 in Dhahran, Saudi Arabia
