If you don't go after Russia for hacking during 2016 election you're inviting other bad actors (China, N. Korea, Iran, etc.) to do the same.

He's one of the few Republicans who's not bending the knee to Trump.

Of course, you have to be at least somewhat crazy to win statewide office in SC.

since he hasn't supported Trump sufficiently. Perhaps Russian hackers will find or make up something damaging against him so a more pro-Putin right wing extremist can primary him

And the less extraordinary one in this case is

Lindsey Graham never did like Trump and all the way through the primaries, he wasn't shy about it either, so having this issue that puts a permanent asterisk next to DJT's name is fine by him, and he's happy to talk about it. If I had to guess, I say the "I told you so factor" is probably giving him tummy giggles.
