Noooo, not about the lack of regulation surrounding the explosion, but about a cartoon that eviscerates his low regulation, no gubermet economic policy.

2. Perry should be outraged at the fertilizer company because they choose not to operate the plant

safely and outraged because the explosion took lives. He set himself up for cartoons with his continuous antics, if you don't want people laughing at you then don't get out and clown.
