That seems to me to mean, boots on the ground, to protect a new government of Syria. It is known that elections work in the Middle East to set up, Allah as the King with Muslim-Holymen in control (Egypt), with domestic factions fighting one another just like they have culturally done, for thousands of years. The US changed the Shiite-Sunni balance of power in the Middle East by invading Iraq. Cultural war continues today. It may take another thousand years for the balance of power to return to the Middle East with Muslim factions fighting it out.

Germany has moved to solar technology. US is safeguarding the pipelines as it has refused to move away from fossil fuels. Britain is an island with lots of seaways and ports. Europe is doing fine without Iranian oil. Russia and Saudi oil industry cartel are doing fine standing on the sidelines.

Seems to me that invasion is colonization by the US. I believe that Britain has said no to helping the US with the Syrian Colony. They have too many other Colonies to govern all over the World.
