If congress votes no on Syria. Does Obama looks like the Super Hawk and Republicans look like the weaklings. Or will Congressmen be viewed as heroes? However, Bill Clinton went ahead without clear Congress approval in the Balkins. No one seemed to mind.

1. Very true, TBH.

While it is sadly true that Al Gore was about as inspiring as dry paint, in the eyes of many, it can certainly be said that the quagmire in the Balkans, as bad as things had gotten, really didn't have much of an effect on the 2000 elections, nor did Libya in 2012, even after Benghazi. And there's an extremely good chance that Syria won't, either(though I'm sure that won't stop the GOP for using it as a cover should they successfully game a few of the midterm elections.).

3. Obama won't do it if Congress says no

And by the look of the current count the House will end up voting no. I think the Senate will vote no, but it will be much closer.
